Can a plugin speak on…?

The basis of the plugin is the Google Cloud Services Platform. The plugin can use only languages listed on the Supported Voices page. If your language is not on the list, then the plug-in does not yet support speech in your language. However, you can be sure that as soon as Google adds new languages to the list of supported voices, it will immediately be available in the settings of the plugin.
